Can I redeem the digital reward amount of MasterCard into my bank account?

No, these cards have no stored value. They are test cards to allow your application to generate a card and send it.

But if we are in production mode and suppose someone wants to have these money in their bank account. Will they be able to do so?

You are in a sandboxed BlinkSky account. This is not a "live" card with stored value.
If you you were in a live system, you could load funds into the system and issue live stored value cards such that a person could redeem them.
