Payment and status not what I think it should be

Please Moderator, can you help us clear somethings. When we send payments/gift with the API, from our dashboard, we can see that the payment data is inserted but its set to DECLINE and Status is set to 0. I have seen some payments from other users with STATUS set to 1 and PAYMENT set to Approved. What can we do. Thanks
